His unusual name is a combination of his father's name (Davis), his mother's maiden name (Davis), and both his brother's names (Davis). In high school, Todd played quarterback and defensive end earning all-conference honors once each. He also made the Baltimore Sun All-Metro team as a senior tight end. Davis went on to play football for Marshall University in West Virginia. After redshirting his freshman year at Marshall he saw action in 10 games as a sophomore where he made 8 receptions for 131 yards and 2 touchdowns.

In 2000, Davis led Marshall with 24 receptions for 421 yards and 4 touchdowns giving him team records of 20+ catches, 421+ yards receiving, 4+ touchdowns in a season. He also rushed for 122 yards on 14 carries with 1 touchdown as well as returning 36 kickoffs for 998 yards averaging 21.8 yards per kick return average. His efforts earned him first-team All-Conference honors the same year as he also earned Academic All-Conference honors twice during his college career at Marshall. After finishing college Davis signed with the Denver Broncos as an undrafted free agent rookie free agent in 2002.

He spent that season on practice squad before being promoted to the active roster late in the 2003 season where he spent most of that year on injured reserve with a knee injury.
